Background:

The Project was initially planned as a combined-cycle power generation plant (the Original Project).  In late 2004, BayCorp purchased the development rights to the Original Project. Due to the increased interest in renewable energy in Texas and the location of the site in a heavily forested area of Texas, BayCorp decided to pursue the project as a biomass plant.  Shortly after deciding to develop the project using biomass as fuel, BayCorp engaged R.W. Beck to conduct a feasibility study and they concluded that a 100 MW biomass power plant was feasible and BayCorp and EMI decided to jointly pursue the development of the projec
